This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: 1) At least five years of licensed independent practice or equivalent. 2) Previous experience working with Serious Mental Illness (SMI) or the Recovery Model. 3) Previous leadership experience. Physical Requirements: The work is primarily sedentary, but it may require periods of mobility (e.g., walking, bending, or climbing) and employee may carry and lift light items (under 15 pounds) such as books, instruments, laptops and other similar materials and the use of fingers. ["The incumbent Psychiatrist serves as the Program Manager for the Psychosocial Rehabilitation and Recovery Center (PRRC) in the Psychosocial Rehabilitation and Recovery Services (PRRS) program under the Mental Health Care Line (MHCL) at the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, Texas. This announcement is for the Psychosocial Rehabilitation and Recovery Program Manager. The Program Manager provides independent clinical administration of the PRRC teams at the main facility and affiliated Community Based Outpatient Clinics (Beaumont, Conroe, Galveston, Katy and Tomball) and shares supervision of interdisciplinary staff who work in the program. The duties of the PRRC Program Manager are highly complex and include but are not limited to: Coordinating services offered to Veterans and their families enrolled in the program. Services include assessment, medication management, crisis intervention, educational, individual, family, and group treatment, case management and specialized psychological testing. Formulating and implementing policies and procedures pertaining to quality mental health care in a mental health program to assure compliance with internal and external performance standards. Developing effective programs and treatment strategies for mental health program patients and their families. Directing and guiding various mental health disciplines within the mental health program to assure efficiency, including the scheduling of activities, the redesign of workloads, daily monitoring of the operations of the program, and feedback to other managers about staff performance within the context of program evaluation and measuring outcome of services provided. Planning work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work and assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Performing administrative and personnel management functions relative to staff supervised and sharing supervision of a group of employees performing at a variety of GS levels.
